MOU Ratification Meeting
Dear OCEA Members:
We have scheduled a membership meeting for all OCEA members to attend and vote þ on the Tentative Agreement reached with the City for a successor MOU.

PLACE: Community Rooms City Hall
(voting will start at 4:00 PM)

- Local 911 Representatives will answer any member questions starting at 4:00 PM
- OCEA members may come in to vote and leave if desired.
- All questions from members will be answered to the best of our ability with respect to how this agreement came together.

Please plan to attend the scheduled ratification meeting. A vote þ to “Ratify the Tentative Agreement” (TA) will be taken. Attached is the signed TA which includes:
- A new 5% G step added to the salary schedule that approximately 65% of current OCEA members are eligible as of July 2, 2017.
- A new Deferred Compensation contribution starting the first pay of January 2018 and thereafter for a contribution of $750 annually for each OCEA B/U member. Enrollment for employees who don’t have a 457 account will be scheduled prior to January 2018.
- Starting January 2018, Classic PERS employees will contribute an additional 1% of salary to offset the significantly increasing costs of the PERS retirement.
- The City proposed several essential classifications in item #9 for special salary adjustments as the City is having difficulty in recruiting and retaining qualified employees in these classifications.
- The medical will stay status quo under the Teamster Medical benefits plan and procedure with reopener language with respect to OCEA coming back to city plans. It takes both the Union and the City to be agreeable to reopen on medical.
The rest of the provisions are clean-ups and moderate modification of the classification plan to reach agreement. All members please keep in mind that starting in January of 2018, 2019 and 2020 the cost of PERS retirement will continue to increase significantly.
The TA protects against the increased cost of PERS for two years and includes a new step increase of 5% that all employees in the unit will eventually earn. This proposal comes with a recommendation to ratify the agreement from your OCEA Officers and Teamster Local 911.
