Motion was made to accept the November Minutes, Treasurer Report, and the January Agenda as presented by Jennelise Hafen & Seconded by Mario Corral

Employee Relations: no current disputes. Currently good relationship with City Council Members & Mayor
Stewards Report: Jan DeRosiers still on leave.

New Business:
Chester discussed PERS. It will come up in negotiations, and there will be a probable change in 2018 ballot measures to adjust PERS. Even with changes, cannot take away from what has already been earned.
First draft of contract proposal discussion, presented by Mike Heiser – MOU through June 2020 (3 yrs)
- Salary wage increases a percentage/ year
- Compensation for increase of Medical & Dental, teamsters will increase caps over the 3 year period
- Salary survey to compare compensation from surrounding cities
- Increase in possible amount of vacation leave
- Increase in possible overtime comp time
- Compensation for certification (only for specific certifications)
- Increase in tuition reimbursement
- Increase in deferred contribution dollar for dollar
- Longevity and wellness stipend
